Egypt<\/span><\/b><\/st1:place><\/st1:country-region> has said President Hosni Mubarak will not attend a summit of Arab leaders in <\/span><\/b>Damascus<\/span><\/b><\/st1:place><\/st1:city> on Saturday. <\/span><\/b><\/o:p><\/span><\/p>\n

A junior cabinet minister will lead the Egyptian delegation instead. <\/o:p><\/span><\/p>\n

Saudi Arabia<\/span><\/st1:place><\/st1:country-region> had said it would only send its Arab League representative rather than King Abdullah, and <\/span>Lebanon<\/span><\/st1:place><\/st1:country-region> is boycotting the summit completely. <\/o:p><\/span><\/p>\n

The political situation in <\/span>Lebanon<\/span><\/st1:place><\/st1:country-region>, which has prompted disputes between Arab countries, is being blamed for the upheaval, correspondents say. <\/o:p><\/span><\/p>\n

Lebanon<\/span><\/st1:place><\/st1:country-region> has been without a president since November because of disputes between the pro-Western government, supported by <\/span>Saudi Arabia<\/span><\/st1:place><\/st1:country-region> and <\/span>Egypt<\/span><\/st1:place><\/st1:country-region>, and the opposition, which is supported by <\/span>Syria<\/span><\/st1:place><\/st1:country-region> and <\/span>Iran<\/span><\/st1:place><\/st1:country-region>. <\/o:p><\/span><\/p>\n

Each side blames the other for blocking a final deal. <\/o:p><\/span><\/p>\n

And <\/span>Syria<\/span><\/st1:place><\/st1:country-region>‘s detractors have used that as an issue with which to embarrass it as it hosts the Arab summit, says BBC regional analyst Andrew Bolton. <\/o:p><\/span><\/p>\n

Syria<\/span><\/st1:place><\/st1:country-region> was a dominant player in <\/span>Lebanon<\/span><\/st1:place><\/st1:country-region> for decades before it was made to withdraw its troops in 2005 in the aftermath of the killing of former Lebanese Prime Minister Rafik Hariri – an act which <\/span>Damascus<\/span><\/st1:place><\/st1:city> says it had nothing to do with. <\/o:p><\/span><\/p>\n

Syria<\/span><\/st1:place><\/st1:country-region> does not want what it sees as its remaining influence in <\/span>Lebanon<\/span><\/st1:place><\/st1:country-region> diminished for the relatively short-term gain of a full house of heads of state at the Arab summit, our correspondent says. <\/o:p><\/span><\/p>\n
