{"id":65,"date":"2004-12-22T00:00:00","date_gmt":"2004-12-22T00:00:00","guid":{"rendered":""},"modified":"2010-10-01T20:26:50","modified_gmt":"2010-10-01T20:26:50","slug":"turkey-syria-sign-free-trade-accord-amid-warming-ties-on-erdogan-visit-english","status":"publish","type":"post","link":"https:\/\/ado-world.com\/en\/turkey-syria-sign-free-trade-accord-amid-warming-ties-on-erdogan-visit-english\/","title":{"rendered":"Turkey, Syria sign free-trade accord amid warming ties on Erdogan visit (English)"},"content":{"rendered":"<p><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0cm 0cm 0pt; line-height: 14pt;\"><st1:city><st1:place><span lang=\"EN-GB\" style=\"font-size: 10pt; color: rgb(73, 0, 220); font-family: Arial;\">DAMASCUS<\/span><\/st1:place><\/st1:city><span lang=\"EN-GB\" style=\"font-size: 10pt; color: rgb(73, 0, 220); font-family: Arial;\"> &#8211; AFP<br \/>\n<\/span><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">Former foes <\/span><st1:country-region><st1:place><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">Turkey<\/span><\/st1:place><\/st1:country-region><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\"> and <\/span><st1:country-region><st1:place><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">Syria<\/span><\/st1:place><\/st1:country-region><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\"> signed a free-trade accord and said they had agreed to put their differences behind them during a visit by Turkish Prime Minister Recep Tayyip Erdogan.<\/p>\n<p>Erdogan, at the start of a two-day mission, and his Syrian counterpart Mohammed Naji Otri signed the deal, which had been under negotiation for several years.<br \/>\n&quot;Our links will develop in all fields in the future, especially in trade,&quot; Otri said at a joint news conference, while Erdogan said it &quot;shows how far relations have come between the two countries&quot;.<\/p>\n<p>A Turkish diplomatic source said Damascus lifted its reservations to signing the deal &quot;after a certain accord&quot; was reached on Turkey&#8217;s sovereignty in the southern province of Hatay, formerly Alexandretta, on which Syria had claims.<\/p>\n<p>The region was ceded to <\/span><st1:country-region><st1:place><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">Turkey<\/span><\/st1:place><\/st1:country-region><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\"> in 1939 when <\/span><st1:country-region><st1:place><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">Syria<\/span><\/st1:place><\/st1:country-region><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\"> was under French mandate, and <\/span><st1:city><st1:place><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">Ankara<\/span><\/st1:place><\/st1:city><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\"> says the issue of sovereignty is non-negotiable.<br \/>\nBut Otri said &quot;other problems are now forgotten&quot;, apparently referring to another key obstacle to a full normalisation in ties: the sharing of the <\/span><st1:place><st1:placename><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">Euphrates<\/span><\/st1:placename><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\"> <\/span><st1:placetype><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">River<\/span><\/st1:placetype><\/st1:place><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">, which has its source in <\/span><st1:country-region><st1:place><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">Turkey<\/span><\/st1:place><\/st1:country-region><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">.<\/p>\n<p>&quot;We are in agreement. We want a comprehensive cooperation in the region,&quot; said the Syrian premier, adding that Erdogan had agreed to increase the flow of water into <\/span><st1:country-region><st1:place><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">Syria<\/span><\/st1:place><\/st1:country-region><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">.<br \/>\n<\/span><st1:country-region><st1:place><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">Turkey<\/span><\/st1:place><\/st1:country-region><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">&#8216;s position has been that it allows enough flow into <\/span><st1:country-region><st1:place><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">Syria<\/span><\/st1:place><\/st1:country-region><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\"> but its neighbour has not built enough dams to retain the water.<\/p>\n<p>The free-trade accord is the cornerstone of efforts to boost the newly found friendship between the two former foes, which came to the brink of war only six years ago.<br \/>\nTrade between the two countries amounted to one billion dollars in 2003.<br \/>\nThe &quot;new era&quot; in relations began when <\/span><st1:country-region><st1:place><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">Syria<\/span><\/st1:place><\/st1:country-region><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">&#8216;s President Bashar al-Assad visited <\/span><st1:country-region><st1:place><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">Turkey<\/span><\/st1:place><\/st1:country-region><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\"> in January on the first such visit by a Syrian head of state, Erdogan earlier told reporters at <\/span><st1:city><st1:place><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">Ankara<\/span><\/st1:place><\/st1:city><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\"> airport.<\/p>\n<p>Erdogan, whose delegation includes three ministers, among them Foreign Trade Minister Kursad Tuzmen, also met Assad and is to visit the northern city of <\/span><st1:city><st1:place><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">Aleppo<\/span><\/st1:place><\/st1:city><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\"> on Thursday before flying back home.<\/p>\n<p><\/span><st1:country-region><st1:place><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">Turkey<\/span><\/st1:place><\/st1:country-region><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">, a close ally of the <\/span><st1:country-region><st1:place><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">United States<\/span><\/st1:place><\/st1:country-region><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\"> and <\/span><st1:country-region><st1:place><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">Israel<\/span><\/st1:place><\/st1:country-region><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">, has pushed for closer relations with <\/span><st1:country-region><st1:place><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">Syria<\/span><\/st1:place><\/st1:country-region><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\"> since the US-led invasion of <\/span><st1:country-region><st1:place><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">Iraq<\/span><\/st1:place><\/st1:country-region><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">, despite warnings from <\/span><st1:state><st1:place><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">Washington<\/span><\/st1:place><\/st1:state><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\"> to limit its cooperation with <\/span><st1:city><st1:place><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">Damascus<\/span><\/st1:place><\/st1:city><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">.<br \/>\n<\/span><st1:city><st1:place><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">Ankara<\/span><\/st1:place><\/st1:city><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\"> and <\/span><st1:city><st1:place><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">Damascus<\/span><\/st1:place><\/st1:city><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\"> share concerns over the Iraqi Kurds&#8217; aspirations for self-rule in a future federated <\/span><st1:country-region><st1:place><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">Iraq<\/span><\/st1:place><\/st1:country-region><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\"> as they both have sizeable Kurdish communities of their own.<\/p>\n<p>In 1998, the two countries nearly went to war over <\/span><st1:city><st1:place><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">Ankara<\/span><\/st1:place><\/st1:city><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">&#8216;s accusations that <\/span><st1:city><st1:place><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">Damascus<\/span><\/st1:place><\/st1:city><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\"> was sheltering separatist Kurdish militants fighting the Turkish government.<br \/>\nTensions eased when Damascus expelled Kurdish rebel leader Abdullah Ocalan from his safe haven in Syria and signed a security deal with Ankara, pledging to stop supporting Ocalan&#8217;s Kurdistan Workers&#8217; Party (PKK).<\/p>\n<p>As a result, Turkish intelligence operatives arrested Ocalan in <\/span><st1:country-region><st1:place><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">Kenya<\/span><\/st1:place><\/st1:country-region><span lang=\"EN-GB\" style=\"font-size: 10pt; font-family: Arial;\">, where he had fled.
