Some Europeans want the aim of the talks to be a second-class status for <\/SPAN><st1:country-region><st1:place><SPAN lang=EN-GB style=\"FONT-SIZE: 11pt; COLOR: black; FONT-FAMILY: Arial; mso-ansi-language: EN-GB\">Turkey<\/SPAN><\/st1:place><\/st1:country-region><SPAN lang=EN-GB style=\"FONT-SIZE: 11pt; COLOR: black; FONT-FAMILY: Arial; mso-ansi-language: EN-GB\">, stopping short of full membership. Some are also pushing for extensive powers, likely to be granted, to call off talks if <\/SPAN><st1:country-region><st1:place><SPAN lang=EN-GB style=\"FONT-SIZE: 11pt; COLOR: black; FONT-FAMILY: Arial; mso-ansi-language: EN-GB\">Turkey<\/SPAN><\/st1:place><\/st1:country-region><SPAN lang=EN-GB style=\"FONT-SIZE: 11pt; COLOR: black; FONT-FAMILY: Arial; mso-ansi-language: EN-GB\"> backslides on human rights reforms. <o:p><\/o:p><\/SPAN><\/P><br \/>\n<P style=\"BACKGROUND: white; LINE-HEIGHT: 15pt; mso-line-height-rule: exactly\"><SPAN lang=EN-GB style=\"FONT-SIZE: 11pt; COLOR: black; FONT-FAMILY: Arial; mso-ansi-language: EN-GB\">When the talks can end. The EU is likely to insist that talks last 10 to 15 years or longer, to allow <\/SPAN><st1:country-region><st1:place><SPAN lang=EN-GB style=\"FONT-SIZE: 11pt; COLOR: black; FONT-FAMILY: Arial; mso-ansi-language: EN-GB\">Turkey<\/SPAN><\/st1:place><\/st1:country-region><SPAN lang=EN-GB style=\"FONT-SIZE: 11pt; COLOR: black; FONT-FAMILY: Arial; mso-ansi-language: EN-GB\"> time to make further significant economic and civil reforms, and give the EU time to change its own internal financial structures. <BR>Under current EU rules, rich countries are obliged to subsidize poorer regions, but these countries do not want the huge burden that <\/SPAN><st1:country-region><st1:place><SPAN lang=EN-GB style=\"FONT-SIZE: 11pt; COLOR: black; FONT-FAMILY: Arial; mso-ansi-language: EN-GB\">Turkey<\/SPAN><\/st1:place><\/st1:country-region><SPAN lang=EN-GB style=\"FONT-SIZE: 11pt; COLOR: black; FONT-FAMILY: Arial; mso-ansi-language: EN-GB\"> would represent. <o:p><\/o:p><\/SPAN><\/P><br \/>\n<P style=\"BACKGROUND: white; LINE-HEIGHT: 15pt; mso-line-height-rule: exactly\"><st1:country-region><st1:place><SPAN lang=EN-GB style=\"FONT-SIZE: 11pt; COLOR: black; FONT-FAMILY: Arial; mso-ansi-language: EN-GB\">Turkey<\/SPAN><\/st1:place><\/st1:country-region><SPAN lang=EN-GB style=\"FONT-SIZE: 11pt; COLOR: black; FONT-FAMILY: Arial; mso-ansi-language: EN-GB\"> has GDP per head roughly one third the EU average. <BR>Other tough restrictions, such as checks on migration flows. <BR>One sticking point is <\/SPAN><st1:country-region><st1:place><SPAN lang=EN-GB style=\"FONT-SIZE: 11pt; COLOR: black; FONT-FAMILY: Arial; mso-ansi-language: EN-GB\">Turkey<\/SPAN><\/st1:place><\/st1:country-region><SPAN lang=EN-GB style=\"FONT-SIZE: 11pt; COLOR: black; FONT-FAMILY: Arial; mso-ansi-language: EN-GB\">&#8216;s refusal to recognize the <\/SPAN><st1:place><st1:PlaceType><SPAN lang=EN-GB style=\"FONT-SIZE: 11pt; COLOR: black; FONT-FAMILY: Arial; mso-ansi-language: EN-GB\">republic<\/SPAN><\/st1:PlaceType><SPAN lang=EN-GB style=\"FONT-SIZE: 11pt; COLOR: black; FONT-FAMILY: Arial; mso-ansi-language: EN-GB\"> of <\/SPAN><st1:PlaceName><SPAN lang=EN-GB style=\"FONT-SIZE: 11pt; COLOR: black; FONT-FAMILY: Arial; mso-ansi-language: EN-GB\">Cyprus<\/SPAN><\/st1:PlaceName><\/st1:place><SPAN lang=EN-GB style=\"FONT-SIZE: 11pt; COLOR: black; FONT-FAMILY: Arial; mso-ansi-language: EN-GB\">. <BR><\/SPAN><st1:country-region><st1:place><SPAN lang=EN-GB style=\"FONT-SIZE: 11pt; COLOR: black; FONT-FAMILY: Arial; mso-ansi-language: EN-GB\">Cyprus<\/SPAN><\/st1:place><\/st1:country-region><SPAN lang=EN-GB style=\"FONT-SIZE: 11pt; COLOR: black; FONT-FAMILY: Arial; mso-ansi-language: EN-GB\">, which joined the EU in May, has suggested it may veto <\/SPAN><st1:country-region><st1:place><SPAN lang=EN-GB style=\"FONT-SIZE: 11pt; COLOR: black; FONT-FAMILY: Arial; mso-ansi-language: EN-GB\">Turkey<\/SPAN><\/st1:place><\/st1:country-region><SPAN lang=EN-GB style=\"FONT-SIZE: 11pt; COLOR: black; FONT-FAMILY: Arial; mso-ansi-language: EN-GB\">&#8216;s bid for membership if <\/SPAN><st1:City><st1:place><SPAN lang=EN-GB style=\"FONT-SIZE: 11pt; COLOR: black; FONT-FAMILY: Arial; mso-ansi-language: EN-GB\">Ankara<\/SPAN><\/st1:place><\/st1:City><SPAN lang=EN-GB style=\"FONT-SIZE: 11pt; COLOR: black; FONT-FAMILY: Arial; mso-ansi-language: EN-GB\"> does not recognize it. <o:p><\/o:p><\/SPAN><\/P><br \/>\n<P style=\"BACKGROUND: white; LINE-HEIGHT: 15pt; mso-line-height-rule: exactly\"><st1:country-region><st1:place><SPAN lang=EN-GB style=\"FONT-SIZE: 11pt; COLOR: black; FONT-FAMILY: Arial; mso-ansi-language: EN-GB\">Turkey<\/SPAN><\/st1:place><\/st1:country-region><SPAN lang=EN-GB style=\"FONT-SIZE: 11pt; COLOR: black; FONT-FAMILY: Arial; mso-ansi-language: EN-GB\"> denies that recognition should be a condition for membership.
