People with less money have fled to <\/SPAN><st1:country-region><st1:place><SPAN lang=EN-GB style=\"FONT-SIZE: 10pt; COLOR: black; FONT-FAMILY: Arial; mso-ansi-language: EN-GB\">Syria<\/SPAN><\/st1:place><\/st1:country-region><SPAN lang=EN-GB style=\"FONT-SIZE: 10pt; COLOR: black; FONT-FAMILY: Arial; mso-ansi-language: EN-GB\">, which is less picky about the financial position of Iraqis it lets in.<BR><BR>Villa after villa in the affluent neighborhoods of Mansour and Arasat are empty, their windows shuttered, their once pretty gardens overgrown with weeds. <BR>Those who remain have to deal with a lack of fuel and electricity and rising prices that make most things beyond the reach of ordinary people. <\/p>\n<p><BR><BR>Prices have been driven up by power and electricity crises, and insurgents and criminals controlling key sections of the transport network, especially around <\/SPAN><st1:City><st1:place><SPAN lang=EN-GB style=\"FONT-SIZE: 10pt; COLOR: black; FONT-FAMILY: Arial; mso-ansi-language: EN-GB\">Baghdad<\/SPAN><\/st1:place><\/st1:City><SPAN lang=EN-GB style=\"FONT-SIZE: 10pt; COLOR: black; FONT-FAMILY: Arial; mso-ansi-language: EN-GB\">. Sabotage attacks and violence have crippled refineries and badly disrupted imported fuel flows.
